There are not blank DS cards per say, but there are adapters that take a MicroSD card effectively making a blank DS card through the firmware installed on the card. Some of the most popular are:

There are many more, but these are just a few. They are pretty controversial though because while the cards themselves are not illegal, they can be used for illegal purposes such as playing commercial ROMS.

Nintendo 3DS game cards are outwardly same as DS cards, except that they are white (as opposed to the DS cards' black) and have a small tab on the side to prevent them from being inserted into other DS systems. 3DS game cards are also known to have a much higher memory storage density than DS cards, at apparently 1-8 GB to the DS's 8-512 MB.

No, there is no (official) way to connect the DS to a laptop. With special homebrew hardware, you can connect directly to your DS but this isn't used much. Usually, there are memory cards which can plug into a special adapter (called a flash cart) which you can use to access files on your DS.
