yes and no. You can play all the maps in the halo 3, but you have to download the rest.

What will halo odst have in it?
Halo 3 ODST will contain a brand new and exiting campaign, ready to be completed. It will also have all the maps in Halo 3 and all the DLC including the 2nd half of the Mythic Map pack. Halo 3 ODST (like other Halo games) will have secret skulls on the new maps so you can get achievements on Forge and on the Campaign. Also it is NOT Halo ODST it's Halo 3 ODST.unfortunantely it will not have killstreaks like mw2 which i do believe is a much better game since odst is only considered an expansion packand yes mw2 is not better than odst.
Does halo ODST have forge mode?
No. ODST doesn't have multiplayer, excluding firefight (which can't be forged, and not even for matchmaking) and co-op campaign. But ODST does come with a Halo 3 multiplayer disc, which includes all of the original multiplayer maps and the DLC maps. That disc also includes forge mode.

If by "halo 3 maps" you mean the Halo 3 Heroic, Legendary, Mythic and Cold Storage maps, then yes. However to play campaign levels, you must actually advance in the game to get to them.
