Well, these answers are right and wrong depending on what mode you are playing. If it were the Subspace Emissary, these locked and starting characters would be correct. If you are just playing normal brawl, some of the locked characters are unlocked (Captain Falcon, Ness), and some are locked (Snake, Sonic).
