Technically, there is no limit to the number of babies one sim can have in TS3. Though, your sim can only have babies during the young adult/adult phases (without any mods). Also, you are only allowed 8 sims per household. If you reach the limit of 8 in a particular household you will not be able to get a sim pregnant until the total sims is under 8 again. There are mods that will allow you to have children as teenagers and there are mods that will allow you to have more than 8 sims in a household which makes this question difficult to answer.
