i dont think so becuz at end of gears of war 2 the locust queen escaped, hallow been flooded with water and skorge 'leader of locust monk' is dead with his ugly hydra. so there is nowhere to continue from.
incorrect if u go to YouTube.com it says that one locust was left after the flooding of the hollows in the gears of war 3 trailer so that one last locust will bring back the others somehow
