In Ruby, Sapphire, or Emerald, the only way to get the legendary dogs is to trade them from a previous game. In Fire Red, and Leaf Green, you can only obtain one dog. The other two you have to trade over. Which ever dog you can get depends on your starter. If you started with Bulbasaur you can catch Entei. If you started with Charmander you can catch Suicune. If you started with Squirtle you can catch Raikou. The dog is roaming around Kanto.

The only way I know of to get them all is game shark, but which legendary dog you catch depends on the starter you have: squirtle- Raikou, bulbasaur- Entei, chramander- suicune. indeed there is a way to catch on of the three legendary dogs, you have to have a full pokedex all 202 Pokemon including jirachi and deoxys and have 5 stars on your trainer card, to catch wich one you want it depends wich starter you chose(mudkip=raikou, treeko=entei, and torchic=suicune), now go to the safari zone and go to the part where you can catch Pokemon from gold and silver and keep looking in the grass and you will find him.
