indeed there is a way to catch on of the three legendary dogs, you have to have a full pokedex all 202 Pokemon including jirachi and deoxys and have 5 stars on your trainer card, to catch wich one you want it depends wich starter you chose(mudkip=raikou, treeko=entei, and torchic=suicune), now go to the safari zone and go to the part where you can catch Pokemon from gold and silver and keep looking in the grass and you will find him.
