The yugioh game "the sacred cards" has all of the god cards in it, for it is set in Battle City. In this game you aquire ra at the end and cant use him for you are forced to hand it over to ishizu. Also, the game reshef of destruction has all the gods wich you get fairly early in the game, but if you have an impatant personality, this game isn't for you.
Most DS yugioh games have the gods, but for some of them, you need to use an action replay or GameShark to get them, wich they are restricted.
