It is up to the parents weather they let there kids play a 18 rated game but as it is illegal i wouldn't suggest it
No. The games have age-ratings for a reason, though. If you are young and attempt to purchase a 18+ game, then the store may refuse to sell it to you. But no, it is not illegal to play them.

According to British law, (I'm not so sure about American) it is; as many will realise, illegal to buy a product rated above your age. However, nothing mentions the act of posessing these items. Therefore, you can have posession of them, but many will take the approach that this is with a parent's consent.(see bbfc.co.uk)However, due to a loophole that exists since the forming of the law (1984), this law cannot be lawfully imposed. No there is lots of swaering and gore NO Even the Teen rated Nintendo DS had a seven year old in tears of frustration in trying to play the game. However they still continued to play it even if they could not read any of the helpful instructions.
Unless you are 17 or something, children (or teens, whatever you like to be called) under 18 should not play games rated M (or 18 plus, they're the same thing) because of violence, nudity, and all of those other things... you know what I mean. Stuff like that can make children grow up to be criminals or something, because a child who plays these games constantly (or every day) sometimes will think the game is real life. For example, a child who is ten years old could play a game rated 18 plus and believe the violence, etc is 'cool' or 'epic' and begin to think only of content from the game I couldn't think of a very good answer, feel free to edit and make it better if you want to
Yes, but only in certain countries. The British Board of Film Classification (BBFC) rated Modern Warfare 2 an 18 game. The Pan European Game Information (PEGI) rated MW2 an 18+ game.
