Officially, KH2's International Edition is called "Kingdom Hearts II Final Mix+" because they called the International Edition of the prequel "Kingdom Hearts Final Mix." So they added the "+" to avoid confusion.
KH2 Final Mix is the Japanese "International" release of the game. As in the version with Japanese text but English voiceovers.
Also Final Mix comes with a couple of new items/weapons, bosses, music, fmvs and levels. There is an additional disc which contains the PS2 remake of the Kingdom Hearts: Chain of Memories (the GBA game) which has also been similarly tweaked.
no they are two different games. as far as i know final mix is only in Japan and there are no translations or dubs of it. but kingdom hearts 2 is the game after kingdom hearts one and kingdom hearts final mix is more of a continuation of KH 1
Yes, they are two different games. Final Mix has more to battle and is longer. There are more things to do in Disney Castle and places you don't get a big fight in. You get to see more and more stuff in Final Mix whereas in Kingdom Hearts 2 you are limited in battles. Yes, it's only in Japan for now...

Essentially, Kingdom Hearts II is the same as Kingdom Hearts II Final Mix +. Final mix has a secret ending, new battles, a new difficulty setting, and additonal items (all based on the Manga). It's a two-disk game; Kingdom Hearts II Final Mix and Chain of Memories.
