That really is the choice of the parent: the game is violent however there is not much gore and no adult themes. It is unlikely going to have any adverse effects on the child, I would personally say yes but it really is a matter of opinion.

Technically, you can play any game at any age. All the ESRB does is give a recommended age that you should be at to play and how old that you need to be to purchase the game. Legally, "you" cannot buy Call of Duty because you are twelve and it is rated T for Teen (13+), but a four year old could play the game, but it isn't recommended. For example, when i was in eighth grade, many of my friends and classmates played Call of Duty Black Ops but they were only fourteen, meaning that their of-age friend or parent bought it for them, and they played it while underage.
