To get to operation anchorage by finding the outcast outpost on your map, adding your marker to it and walking there. You also have to talk to the people inside the outpost to get into it officially. (if you dont have the anchorage mod none of this will work.)

The brotherhood outcast will come after you... but don't worry it's not much of a problem as along as you have some laser rifles or assault rifles... WORD of advice. If you are going to kill the outcast... make sure you raid fort independence to get some powerful weapons like the gastling laser.. or PLASMA rifles. ( this only applies the fallout 3 in dc and not fallout 3 new Vegas)

you have to listen to the outcast distress call and it will tell you where to go. Then you will be lead by a couple outcasts to their post and you will enter a smulation pod. ta-da.. operation anchorage

Once you kill him, everyone around your freezes and General Chase will approach you and end the simulation.. You then have complete access to the Armory in the Brotherhood Outcast Armory where you can obtain Jingwei's Shock Sword.. (Note: All the Outcast's will become hostile with the exeption of Scribe Odin and McGraw due to the fact that Sibley turns on the leader due to the fact he doesnt wanna give up anything in the armory)
I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
