its really hard to get a perfect town but you can use theese tricks, buy a watering can and water the flowers , pick the weeds+clovers and don't drop things on the floor to make money you could get a shovel and hit the stones money comes out keep hiting it 4 as long as u can once you realise thatb is bahas money in it ( just remember only one stone a day gives money!!)

To get a perfect town, you must have evenly spaced trees and flowers (of different varieties), and have no weeds or trash lying around town. This sounds simple, but is very hard. Check with Pelly or Phyllis at the Civic Center and ask how the town is doing to see what you can do to improve it.
