The level cap for Fallout: New Vegas is 30. But With the DLC's: Dead Money and Honest Heart the level cap has been raised to 40. The level cap is raised by 5 for every DLC. There are more DLC's scheduled to come soon but I'm not sure if the level cap will be raised higher in those.

There are six vaults you can enter in Fallout: New Vegas, which are;

Vault 21 (though this began as a vault, it has since been converted into a hotel and casino by Mr. House)

Vault 17 is also a part of the Fallout universe, however it is not a playable area and the location is unknown. You will learn more about this vault when you meet Lily Bowen.
The easiest way to find each of the vaults is by taking the Explorer Perk (when you reach Level 20), which reveals every location on your Pip-Boy map.

I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
The Adytum, part of the Boneyard, is in Fallout 1, not Fallout 3. It is located in what used to be California, while Fallout 3 is based around the remains of Washington D.C.
