Yes. Sephiroth is the main antagonist in Final Fantasy VII. As many previous villains are just archetype evilness by their appearances and personalities Sephiroth is more a sympathetic villain to the irony of his side story in the game.

Not exactly the 'most evilest' antagonist to have ever existed, considering he seemed to be pretty stable and decent prior to going slightly insane on finding out he's actually some strange, modified, test-tube calamity, spawn, who's been lied to and raised as a weapon. Before going on to kill everything in his path, rip his 'cell' mother's head off, stab both of the spikey protagonist's, run off and hide for a while, before coming back on the rampage to torture and control the surviving spikey protagonist, stab the said protagonist's close-female-friend, laugh alot, control the protagonist some more and scheme to destroy the planet using it's own life-source of the deceased, then using the now dead planet as a vessel to travel the cosmos and find the imaginery promised land. Oh and also blaming everything on the already messed up and emotionally destroyed spikey protagonist, and confusing his friends.
He's that evil.
Cloud's hatred of Sephiroth was first born when Sephiroth burnt down Nibelheim - Cloud's hometown. After learning of the experiments that made him, Sephiroth destroyed the city... setting it completely alight. Cloud chased him to the Nibelheim reactor - where he found Sephiroth had overpowered both Tifa and Zack... both important people to Cloud. From then on, he viewed Sephiroth as evil - he fought the SOLDIER 1st, stabbing him through the midsection... but, was stabbed by Masamune. Sephiroth escaped with Jenova's head. That was where his hatred was born - it was then developed through Sephiroth's mental manipulation of Cloud, his torturing of the blonde and his threats to Cloud's friends. In short, he just knew exactly how to push Cloud's buttons and make him hate him.

That could be an opinion but I'd have to say Sephiroth. It is an opinion and it's usually between Sephiroth and Kefka. Personally, I say Kefka because while was sane and compassionate until he became Jenova's puppet, Kefka was working of his own free, deranged will. Kefka just likes destroying things, Jenova/Sephiroth wants to kill off humans.
Sephiroth basically ruined Cloud's whole life. He destroyed Cloud's hometown, killed almost everyone Cloud ever cared about, and tortured him both physically and emotionally. Sephiroth was extremely evil and literally tried to destroy all life on the planet---it almost worked, too. You should really, really play the game if you like the FF series. It's amazing.

I believe only twice, Safer-Sephiroth, the first form and regular Sephiroth, the battle where Cloud beasts Sephiroth with his overlimit.
Cloud is a 'Sephiroth Clone', but not a clone of Sephiroth. In game terms, a 'Sephiroth Clone' was simply someone injected with Jenova's cells, and who Sephiroth was able to control indirectly due to his own link with Jenova. It does not imply they are a clone of him, in the traditional sense of the word.
