To get the ice arrows, you must be an adult. You have to go through and defeat the four gerdu warriors and free the carpenters (then the gerdus won't throw you in jail every time they see you) Go talk to the girl in front of the locked door right by the path to the Archery range, and go inside. Conquer the rooms and the ice arrows will be yours.

But be careful! If you go the wrong way through the doors with locks on them, you will never be able to receive ice arrows. You must follow the path through the doors on the left. You can get the ice arrows only when you get enough keys by defeating everything in each room.
