you can unlock characters in hero mode and you can unlock the 4 hokages by doing the quizes at the accademy and then do the quizes in a building around the leaf gate and you can unlock anbu kakashi and the green beast by finishin free roam
I don't think you can unlock neji on nnc2 i didn't but i did unlock lee and a new scroll by getting all A on all levels
