There is no command button on your hp laptop. I guess you are refering to the command button on an iMac or MacBook? This button is only used by Apple. That's why Windows computers (such as your HP) don't have that button. The same button on your HP laptop will be the control (ctrl) button.
In most cases your HP notebook is in "power saving" mode. Please make sure your notebook is plugged into a power source as the battery could the result of the "blinking" ON button. If the battery is low, the computer will not turn on and will stay in "sleep" mode. If this is not the case, simply press and hold your power button that is blinking for 5-10 seconds. You will see your computer turn-off. Press the power button again (*given that the steps above have been followed through) and your computer light should turn back on and remain solid. If for some reason you find that the "ON" button light is constantly blinking, but the HP notebook is not turning on, make sure that your battery is not dead, and your power supply (the actual power cable and black power bar) is working.

There's no button to turn of display, but there's a small software (85KB) that you can use and assign a key to it to turn off the display, it works perfect with me. follow the link to download it. There is usually a function button combination that will switch the LCD off and external monitor on. On an HP G6000 it is [Fn] + [F4]. Look for the monitor symbol on the F keys and press the Fn key with it.
Yes it does it is great and awesome price!!
For Wifi, a data plan is not needed. But if you cannot use Wifi and need to turn on data, then yes you need a data plan unless you want to end up receiving a large bill at the end of the month. And in case you don't want to use the data services of the company the phone is locked to, unlock your HP Veer, and then choose the carrier that offers you the best data plan.
If it is on when the PC starts, then you may have to tell the BIOS to stop doing this, otherwise just press it to turn it off. If you are unable to turn it off or it turns on by itself, then maybe the button is faulty.
