Turn off your DS and put a Pokemon game into the gba slot. On the Pokemon menu screen there should be a new option, "migrate Pokemon from game in gba slot (ruby, shapphire and so on). Click on it, and choose the 6 Pokemon to migrate(has to be 6). Keep in mind that Pokemon can't have HMs, and they can't be returned to the game they migrated from.
Then go to Pal Park and enter the catching contest. The Pokemon that you migrated will all be in the park.You also need the national dex by seeing all the Pokemon in Shinnoh. The pal park is at the end of route 221.
(you will be given pokeballs that automaticly catch the Pokemon there so no worry about buying them)

You can only migrate Pokemon from Pokemon Ruby version to Pokemon Diamond version (meaning that the Pokemon are transfered from Ruby to Diamond, and are never permanently removed from Ruby).
To do so, you insert the Ruby game pack into your Nintendo Ds's GBA slot, located towards the bottom of the system.
You then choose to play Pokemon Ruby on th DS's menu (you have to remove Diamond if you chose auto-setup, because the system automatically chooses to play the first game in the DS).
Now go into the nearest Pokemon center (you're now playing Ruby, right?), and make sure all of the 6 Pokemon you wish to migrate are in the PC (you can only migrate 6 Pokemon at a time to Diamond once a day; you may want to put these 6 Pokemon into their own box for an easier time)
Save the game, and turn off the system.
Turn the DS back on, and choose to play Diamond (if you have your system on auto-setup, just turn on the power).
Go to the screen where your game options are offered (continue game, new game, WI-FI options, etc.), and choose the "migrate from Ruby" (Since I beat the game on my 3rd day of playing, and didn't try to migrate until after I beat it, I don't know if the migrating thing is avalible throughout the game, or only after you beat it... sorry).
Read all of what the game has to say, and choose the Pokemon you want to migrate (if both games don't have the same exact time, you'll have to wait another day to migrate).
Catch your Pokemon @ the park made just for doing so (just go DOWN from your hometown, Twinleaf. You'll need to know surf and cut, I believe. After finding it, you can just fly to it. Be sure to have some strong Pokemon in your party... there are some trainers to battle, as well as some-times- rare Pokemon to catch)

In order to move Pokémon from Pokémon Ruby over to Pokémon Diamond, you will need the orignal Nintendo DS which has been referred to as the DS Phat and the Nintendo DS Lite. Pokémon Ruby needs to be placed in the Gameboy Advanced slot with Diamond in the DS slot. After receiving the National Dex in Pokémon Diamond, you need to select the "Migrate" option on the menu and then select the 6 Pokémon that you want to migrate. After confirming your selections, they will be migrated and then you have to go into the Pal Park in Diamond and catch all six Pokémon.

it is a place where you can transfer you pokemon from previous generations (i.e. from pokemon ruby/sapphire/emerald/firered/leafgreen to pokemon diamond/pearl/platinum/heartgold/soulsilver). there is a similar feature in black and white called poke transfer.
