Go to the store that you can by books from and look down the list and there should be a book called "Cookies" , buy it and have your sim read it. Then have your sim go back home and click on the fridge and in one of the options that pop up after clicking on the fridge should by cookies and your sim can make cookies then.
First your Sim will need to visit the book store, pick up a recipe book for "Cookies" once your Sim has enough cooking skills, it will be able to read the cookie recipe book, and learn the reciepe. Once your sim has finished the book, it will explode in what looks fireworks. Then your sim will have the ability to bake cookies. Choose the Fridge, or the Oven, pick the option Make Desert, and then Bake Cookies! Ta da!
If you simply just want to serve cookies to your family, you need to know how to make them first. Buy the recipe from the bookstore and read it, which will teach you how to make cookies. After this, go to your fridge at your house and click on it. Select Serve Dessert and select Cookies. Your Sim will then start making the cookies.
But if you were told to make a group meal of cookies for an event, go through the same process, until you have made as many servings as you were told to. After you have made all the servings, put all the cookies in your inventory and complete the opportunity.
