You first need to battle and obtain them from a rollerskater in front of Santalune City Gym. After you receive them, you just need to use the Nintendo 3DS' joystick. Please note that they do not work indoors.
In Pokémon X and Y, you can find a farm full of Skiddo around Route 12. Just make sure you are not riding the rollerskates or bike and simply come close to a Skiddo and your character will automatically ride it. Press the B button if you want to get off of it.
