Recovery questions are highly recommended as they add an extra layer of security to your account. If your account is compromised you will have a better chance of getting your account back as fast as possible. Recovery questions should be questions that you will remember, if you think you might forget the answers right them down on a piece of paper and put it in a safe place.

To recover your password on Runescape, on the homepage click on 'Account' on the navigation bar at the top of the page, you then click on 'account management' when you will then be linked to another page. You then find recover password and click on 'recover now' you should be then transferred to the Jagex website, you then enter the name of the account you want recovered, Jagex will require for you to answer some questions for proof that you actually own the account, you should answer these to the best of your ability and provide as much information as possible. You then have to wait 1-2 days for Jagex to process your request and to decide if you have provided enough correct information for them to recover your password for you.

You get onto Runescape by goin onto the Runescape site. From here you will have to create an account. Once you created this account you are put into a toturial on how to play and work the basics of the game. After this you are teleported into the Runescape world and you are free to play the game.

Go under account management and select unlock account put in the info needed and BAM your account will be unlocked in like 2-3 days i believe
It isn't recommended to accept Runescape accounts from anyone. They're likely to be hacked, and after you put work into them they'll eventually be recovered.
