i think it makes u invincible so u can't die and u hit ppl with it and it makes u have more power in ur character and ur weapons----i think that's what it does
you press x on your xbox or Xbox 360 in campaign mode then move the highlighted line over which skull you want and press a it should glow the skull should work.
Play on any level on level Normal or above and find them and try to pick up like a weapon. If you need location I recommend YouTube. =)

For example, in halo 3 there is a skull i have picked up and when you pick up that skull, your HUD disappears. I dont know cheats but my friends said theres like some around if you search cheats up or something. You can't there is just skulls which you can find on youtube plus it wouldn't be fun with cheats.
