The hawks that can be seen flying the skys of Skyrim can be shot down with any type of ranged attack (arrows, magic, ect.). However, they never carry any items to loot.
Incidentally, an oversight in Skyrim's game engine prevents any hawks in a location from dying more than once. Although the first hawks you encounter can be killed, the hawks spawned to replace them after some have been killed are invulnerable. Several mods have addressed this oversight.
