Little Lamp light is towards the far left up your map, just above the middle mark. If you start the quest, "Finding the Garden of Eden." You will have to access the vault tec computer in the citadel. Then you will find out where vault 87 is. then you will have to go through lamp light to get to the vault.
its on the western side of the map, in order to enter the town, you have to complete the quest at paradise falls where you rescue the kids, although there are other options. if your leaning towards more of the location on the map then head directly west from vault 101 you will eventually see fort bannister which will be infested with talon company mercs (don't get to close to them and don't engage in battle if your on a lower level) next travel north west but mostly west from there, you should see the classic little lamplight sign and a cave.
you have to talk to him right after he lets you in through the gate. Do this or it is nearly impossible to find him, I spent over an hour trying to figure it out with my friend. save right after you go in in case you die or need to restart so that you can restart to talk to the mayor.
