I think you have to get to the marine temple, then on one of the floors there is an enemy with the whip, you have to beat him, then a treasure chest appears with the whip, to beat him you have to let him get you with the whip, then when he starts dragging him to you turn around so you're facing him, then attack him.
In the Ocean Temple, there's a miniboss called a Snapper. When he tugs on you with his whip, slash as soon as you get close. Repeat every time he snags you with it, while slashing with your sword in between. As soon as you defeat the Snapper, you receive his Whip.
