Incidently, yes you can. He can be in your party, and comes with a special job. However, he is level 1 (regardless of your party's level) and needs to be trained a lot before he is any use.
first you have to unlock the chocobo rider job ( popocho's chocobos ) then using the job you'll have to mount a chocobo during a battle sequence. ( only if there's a chocobo and if the chocobo has critical hp left )

On one character, raise the Black Mage and White Mage Jobs to level 5, and raise the Mystic and Time Mage Jobs to level 4. This should unlock the Arithmetician Job.

To get to be a summoner in final fantasy tactics advanced, you need to master 2 white mage abilities and 2 elementalist abilities. To be an elementalist, you need to master 1 fencer and 1 white mage ability. Me personally would prefer an assassin though. To be an assassin, you need 1 sniper and 2 elementalists. To be a sniper, you need to master 2 archer abilities. Hope this helps.
