First, go to Bill's house, which is Sea cottage.It is at the north of Cerulean.Go up the Nugget Bridge and go east to reach Sea Cottage.Talk to the Pokemon(which is Bill) inside the Sea Cottage and help it out.Them talk to him again to receive the SS Ticket.Then go to the house with the police guard and battle the Team Rocket Grunt and then go south and down the underground path.continue going south to get to Vermillion City.Go east and down to go to the Vermillion Harbor.Follow the road to reach the ship :)
