You can get the characters in Naruto Arena by entering some codes. The codes are, 123 - Hokage, 456 - team 1, 789 - team 2, 142 - team 3, 153 - team 7, 164 - sand team, 243 - Akatsuki, and 475 - special team.

open the main menu, go to Extras, and go to shop. Bando will sell you characters for an average of about 10000 ryo (the currency) each. you start out with 50000 ryo, if you played Naruto Clash of the NInja Revolution 2, you get 50000 extra, and you can get more ryo by battling. If you run out of characters to by, a second set will appear, and if you beat story mode on difficulty 2, attack power 2, a bunch of new characters become available.
