When your small airport becomes close or over it's max capacity then the transportation adviser will pop-up and ask if you want to upgrade your airport. If you choose yes then your airport begins construction to the medium phase. It has a higher capacity and looks slightly different, the same goes for the large airport.
Go in the transportation tool and click the airliner logo and there are three types of airports for you to choose from... Small Landing Strip, Small Municipal Airport or Small International Airport.
Start with at least a 2x6 square of airport and dont run power lines directly over the tiles or nothing will grow on it.
