On Nabooti Island
First you have to get the flower at Blue Nile Falls. Then you trade it with one of the market vendors back in Nabooti, to get a turban. When you go to Giza, put the turban on and one of diggers will give you a shovel. (It also has writing on it.)
On Big Nate Island
There is no shovel. The dog Spitsy will dig up the Time Capsule.
Skullduggery Island
You get the Bone Shovel when you get the instructions for the buried treasure.

Nabooti Island
Get the Blue Lily from Blue Nile Falls and swap it for a turban at Nabooti. When you wear your black turban at Giza, the tomb raiders give you a shovel with a phone number on it. You will need the cell phone from the Mountains of the Moon to dial it to distract Vince, the guy in charge.
Big Nate island
There is no shovel. Win the "Go To Jail" (Hangman) game to get some peanut butter crackers. When you have the map, use one and Spitsy the dog will dig a hole for you.
Wimpy Wonderland
There is a snow shovel on Whirley Street (far right) to clean Gramma's driveway (far left).
Skullduggery Island
When you have defeated Captain Crawfish, go back to see the Governor to get the directions to the buried treasure, and a shovel to dig it up.
You talk to the governor back on the first island and he will give you a shovel. this is after you defeat cat. crawfish.
with the shovel, you go the Greg's grandma's house and shovel her driveway. it's a mini-game.
Go to Fort Riley then go to the mayors house click on the mayor he will give you a map and a shovel
the shovel is on whirely street where the whirley kids will throw snowballs at you.
