There are a few ways to get Shiny Pokémon, including Eevee.

The Masuda method requires one foreign Pokémon and one Pokémon captured in your game. The foreign parent can be either a Ditto or an Eevee. If using two Pokémon of the same species, you'll want one male and one female - the Masuda method will not work if both Pokémon were caught in your game.
Chaining for shinies is harder to do in X and Y, specifically for Eevee due to the sparse grass. You can only use this chaining method after defeating the Elite Four and Kalos Champion - the Poké Radar can be obtained from 2F in Professor Sycamore's lab, Lumiose City.
The next method involves importing previously-obtained shinies from a previous generation game. Finally, you can see if anyone wants to trade a shiny Eevee to you. Importing requires Pokémon Bank, which has yet to be released in Europe and the United States, as well as re-release in Japan. Keep an eye on Nintendo/Pokémon sources for the release date in the meantime.
You have an extremely low chance of encountering shiny Pokémon naturally, though it's not impossible- you can find shinies by pure luck in the wild.
