I didn't do it yet, but I believe you have to get to the moon by going to the space center in mossdeep. When the man at the window says that it is successful launch number 100 and that you can go into space, then you accept. I am only on launch number 49, so I don't know if this will work.

**EDIT: I hate to delete someone else's work so I'll leave it as is and add my note, but there is only one official way (non-official ways include hacking/action replay/etc.) to get Jirachi in Sapphire, Ruby, and Emerald. When Pokemon Colosseum came out, people were able to send in five dollars to pre-order it. Along with the pre-ordering coupon, people received a special Pokemon Colosseum Bonus Disc that allowed you to upload a Jirachi Egg to Ruby, Sapphire, or Emerald. I know this because I have the disc. Also, keep in mind that this egg could only be transfered once per game CARTRIDGE (basically, if you transferred the egg to your Sapphire game, then restarted without saving that Jirachi Egg in some way, you can't upload another Jirachi Egg to that game again through the
Pokemon Colosseum Bonus Disc).
EDIT:to get jirachi you must get all 200 Pokemon then go to the lilycove hotel and talkto all the people one will ask you if you have completed the pokedex tell tell him yes then fly to mossdeep city and go to the spaceship place talk to the man that says he wants to be a astronaut then he will ask you if you want to come say yes then go on the space ship and look for jirachi
After you beat the Elite 4 you go to the fossil maniac. There will be a cave which has Ditto in it. But just remember it wont always be ditto
