I don't have a full-on guide on how, but some useful tips for you to follow:
* Start off by cooking whatever you can. I started out cooking shrimp and bread. Cook these until you gain a few levels.
* You can also buy the raw fish of your choice and cook them. After they are cooked go to the grand exchange and sell them. With the money you make you can turn around and buy more raw fish.
* Don't give up on your goal of getting to level 99 cooking. It takes time and patience. If you feel yourself getting burned out go do something else.
* Fishing for raw fish is the cheapest way to get your fish. It will also help raise your fishing level and get you closer to 99 in it.
* Find the things that give you the most experience point and cook those things. Just because its cheap does not mean its the best choice.
* Do all quests that are related to cooking. The completed quests will give you good experience points in your cooking skill.
* If you are a paying member do the quest Family Crest and choose the cooking gauntlets. The cooking gauntlets allow you to burn less fish which means less burned fish and more experience towards your goal.
* Use a cooking range that is close to a bank. It saves time and allows you to level up faster.
