Either enable the "Increase Wanted Level" cheat several times or kill about 150 people. also you can go into area 69, or the navy marine base followed by killing a whole lot of cops with your mighty chain gun. also if you go in a restricted cop area you get 3 stars, and if you go into the police station, have some time, and lots of AK ammo, you can shoot up the very source, but no swat/FBI/army till you go outside. the police station works best in las venturas, but prepare to lag with all those bodies! :D
Star wanted level, is obviously increased by your criminal actions. The best way to get 5 stars, is to either cheat, with the wanted level increase code, or my method, fly over to an unlocked area and blow up as many vehicles and helicopters as you want :)
