You need a fishing rod from Tom Nook's store. Then go to the seaside and in the item menu (Y) drag the rod onto your body. You should see yourself with a rod. Look for a shadow of a fish and while facing the water and the fish shadow tap your head. When the red and yellow part goes under the water tap your head ASAP. You can sell fish or display it at your house.
You must first obtain the fishing rod which can be found by visiting Galen and Nina on a Saturday between 11:30am and 12:30pm (0:30pm). They live in the little house on the hill by the circus grounds. You must NOT have any item equipped in your tool slot as you enter. If this is done correctly a cut scene will begin were Galen finds an old fishing rod while cleaning. He will then tell you how it's bad luck to throw it out and asks you if you'd like it. Now that you have the fishing rod it's time to fish! You can do this by equiping the fishing rod and using it by any body of water. You seem to catch fish faster and more often if you fish between 6:00am - 8:00am or 5:00pm - 10:00pm.

To be more exact, during the times mentioned above, get out the fishing rod, equip. take out (y), and when a exclamation mark appears above your characters head, hit y. You must be quick, too long and you lose the fish.
