Every animal loses their key sometime in Animal Crossing City Folk. In this case, it's Tabby. Talk to her a couple of times, and she'll say something about the river. Fish in the river, not the ocean, and fish for fish like you normally would, and one should be a key.

WEP key is not really much to do with animal crossing (unless i am mistaken), it is something to do with your ds wifi connection. If you have a bt homehub then look on the back of it and it will have 'WEP key:' and code of numbers and letters. type that in where it says WEP key on your ds and your ds will connect to the internet. If you don't have a homehub then im sorry i cant help you with my own knowledge. It might not work anyway if your wifi router's settings are not compatible with the ds. Hope this helped.
City Folk is a Wii title, released in 2008. While New Leaf is remeniscent of City Folk albeit with newer features, characters and models, it's entirely compatible with the 3DS. The key difference is that you're mayor in New Leaf, whereas you were only a town resident in City Folk. Additionally, the City has been replaced with Main Street, a small store segment found north of your town, beyond the railway crossing.
You can find the key in the river. Keep fishing until you reel in a key, (This is the same as when you find a tyre, can or boot.) Go to the resident who has lost their key and give it to them - in return they will give you a gyroid.

I've been in this situation. First of all, it's not just Sterling who loses his key, it can be any character on animal crossing. You just go fishing. Be patient. It takes a while, don't give up. At first you just get fish, but eventually, you get the key. (It's gold). But, just to warn you, the reward is surprisingly small...... I only got a gyroid but it gets you quite a bit of money if you sell it!!
