As it is defined by players of World of Warcraft, "farming" a mount means to repeatedly perform an activity that has a chance of dropping an item which, when used, teaches you how to summon a particular mount.
Good examples of these are killing bosses (Rivendare, Kael'thas, the Lich King on Heroic mode), repeating a daily quest where one of the rewards is a mount (Norn dailies in Stormpeaks), or a similar activity (fishing in Northrend pools for the turtle mount).
Although it isn't really farming a mount, there are also factions where Exalted status offers a mount, and obtaining Exalted status can often require you to farm.

To my knowledge, this is specific to the Night Elf cat mount, purchased from the mount vendor in Darnassus. If you still have one of the old Mount models (from classic WoW, before they changed them) you can trade in your old model mount for a new model. However, in Wrath mounts are now learned as spells, not kept in inventory - so it may no longer be possible to do this. Also, the mounts are considered "rare collectibles" so trading them in would be a waste since you can simply buy the new mounts with gold. Otherwise, mounts you have learned cannot be traded for new mounts.

They are some-what rare. They don't drop very easily, and they take some time to farm. So yes, They would be considered a rare drop in WoW. :)
