If you mean have sexual intercourse with a female in the game, the only way I know of is to pick up a prostitute in a 2-4 door vehicle. The vehicle cannot be a motorcycle, boat, or emergency vehicle.

If you mean play as a female character, you cannot do so without modifying the original game files. However, you can change the player skin to a female and multiple others using a cheat code. The cheat code is Right, Right, Left, Up, L1, L2, Left, Up, Down, Right (it will scroll through player skins, WARNING: If you do any law enforcement or military skin it will give you a wanted level on ANY crime you commit.)
