Extract the files from the RAR, then create the PUP file from the extracted files.
The mpeg is inside the rar file. Use WinRar or 7-zip to extract the files.
RAR files are archives - you can't convert them, you have to unpack them. You'll require an archiver program to do that, like B1 Free Archiver.
To "unpack" a .rar file you need to install a decompression tool such as WinZip or WinRar. These will let you open .rar files and open the full files with applications that can read those (such as Microsift(TM) Word or OpenOffice for.doc files).

.rar files are not multimedia files, so you can't play them. A RAR file is an archive, just like .zip or .tar that can contain one or more compressed files. You can extract those files from the .rar archive and play them (if they are audio files). You can use a program like WinRAR or 7-Zip unpack them.
You can't convert "anything" to .bin and .cue files because BIN/CUE file are a very particular format. They are the images of DVD discs, so that a DVD writer can burn them onto a new blank disc.
RAR and ISO are forms of file compression formats. In order to convert a RAR file to ISO file, one needs to first extract the contents of the RAR into a folder. After this, use ISO creating softwares such as Power ISO or Brasero to convert the folder contents into one ISO file.
You would have to un-rar them (using something like WinRar) to a temporary folder, then zip them (using something like WinZip) into a zip file. No direct conversion out there that I'm aware of.

Those are really two completely different file types. An ISO image is a collection of many files (including EXE files in some cases), basically an archive like RAR or ZIP, but unlike RAR/ZIP it is not compressed. An EXE file is an executable file that just contains code to be ran. If you convert the ISO to an EXE it will not do anything.
