Latias and LatiosSummarizing the subject, Latias (available only in Pokemon Sapphire) and Latios (available only in Pokemon Ruby) are able to be caught once you have beaten the Elite Four. They then appear randomly in their versions until you catch them. Note that both Pokemon can flee at any time during battle and that stat hanges like Sleep do not cause it to stay. If you injure Latias/Latios in battle, the HP loss will stay even when the Pokemon flees. Master balls are recommended.

The fact is that you can catch both Latias in RSE. But you can only catch one of them per game. If you make the mistake of using your Master Ball on Rayquaza, Groudon or Kyogre, use a Wobbuffet. Wobbuffet have an ability which causes fleeing Pokemon, such as Latias, to stay in battle. Catching a Wobbuffet with high HP helps, as you can catch one of these in the Safari Zone. Then, catching this Latias should be a lot easier.

you should also have a mew with you this way latias/latios wont be lonely bet you didn't know that now did you?

PS:

1) Master Ball can be obtained from the Lilycove Department Store (lotto) but the chances to get it is 1 in 100000 (first prize reward). So you can have a second Master Ball without hacking or action replay etc. (something many people do)

2) Other than Wobbuffet, you can also get Pokemon with moves like Block or Mean Look as they prevent escape as well, except that your speed has to be faster than Latias.

3) Latias and Latios can be found in Emerald (both)

When you Beat Elite 4 and Steven Latios becomes to appear everywhere.

My advice:Get an Acro Bike,use max repel and jump a lot in the grass in front of Slateport City he will appear soon(İf it doesnt work go in the lot near the grass and get out then try again.)

Actually use a Mach Bike, and Max repel, and just drive through the grass in front of Slateport city (North) and Latios will Eventually appear.

I used to play both those games, and I actually got Latias once. They are extremely tough to get, not for their fighting abilities, but how to actually find them.

The thing is, you have to look around in the wilderness areas, where wild Pokemon appear (Such as Tall grass, caves, ETC...)

Their location is random, but it will stay in the one spot forever, until you enter a building. As long as you stay outside, they will always be in that one spot that they have chosen. If you enter a building, they will fly away and move to another random location.

So here is what you have to do: Look in every single area of 'wilderness.' Make sure you step on every tile. Do not enter any buildings, or you will have to restart. Eventually, you will find one of them.

Or, you can go about training Pokemon and follow this method: Check only one area of wilderness, and if you don't find them, go in a building. Exit the building and check the area again. Repeat process. Eventually, either one of the rare Pokemon will appear to you.

Latios is one of the hardest Pokemon in the game to find. This is because you cannot get it on Sapphire without obtaining a ticket from a mystery event. The only one of the two that you can catch in this game is Latias.
