The actual definition of the word "Warlock" really is not nessicarly magical. "Warlock" means in a literal translation "Oath Breaker". As regularly misinterpreted as meaning a Wizard, which it isn't nessicarily (A "Warlock" is generally portrayed in mythology, stories, and folklore as a evil wizard who practices black magic for the purposes of harming people). Therefore, take an oath, and then break it, and presto your a Warlock. If you want to succumb to the common misinterpertation, then first somehow learn the ancient magickal art, secrets, and practices of the Wizard/Witch, and then take an Oath and break it, and then to top it all off for added effects become evil. Presto, there we go. You just become wicked. Make up potions like leaves,ants,bugs anything that is like witchcraft. you can only be born into the practice. it cannot be taught to an un-magical soul.
To become a Wizard in the Mage's Guild, you must have the appropriate attribute and skill levels, have done enough duties, and you must also have a "Wizard's Staff", which you can buy from from most Guild Stewards for 2000 gp.
They will not be like casting spells and all that. Powers are just inhuman psychic or emotional attachments to your element (earth, water, fire, air, rarely: light and dark). If you did develop 'powers' they will be slight changes in the mind, abilities that allow you to connect with "your element" (which in books of palm reading you can figure out which element you are). There are other ways to develop slight inhuman power mutations, such as I am an earth elemental being and I follow rituals to get me emotionally attached to my element.
