The truth is an average player can't ban anyone, but you can report them for scamming in hopes of Jagex catching then and banning the character themselves

you cant trim armour in rs(runescape) so when you see somone say free armour trimming there just scamming you but you could do that to people
You don't. Using runescape bots will result in a permanent ban.
Runescape bots are programs that people use to quickly level up there skills. i.e it does all of the work for them Botting gets you a permanent ban with no second chances.
