To add a song to your streetpass playlist, highlight or select that song from the Nintendo 3DS Sound main menu. Tap the "Add..." button, highlight Streetpass and tap Add again. You can have up to 5 songs in your Streetpass playlist. The song titles and artists in this playlist will be sent to other users when you tag their systems.

Spotpass is when game developers and Nintendo send you messages through the internet. For one of the 3DS games Dead or alive dimensions, the developers send you new costumes for playable characters, and Nintendo sends messages about new system updates, also while I had a 3DS Capcom who made street fighter sent a message to me saying a code for a new figurine. Also something important, Streetpass and Spotpass are two different things
Using Spotpass, if your wireless is on, it will automatically download content onto your 3DS like new videos on Nintendo Video or new notifications from the eShop. There is a big difference between StreetPass and SpotPass.
So far, from what I can tell, it looks like it works off of wifi or wireless LAN, what Nintendo is calling SpotPass, however, on the Nintendo website they talk about StreetPass too, which would mean it would need to have constant wifi connection. StreetPass means that as you pass other gamers with a 3ds while you have your 3ds the devices will communicate with each other and share data and info so you can connect later while playing games.
