This took me a while (hours) to figure out because so many people give such rubbish information about it.....
You are in luck because I'm giving you the simplest, fool proof method of getting it right every time :-)
All you need to do it :
1. Go to the Related link I have provided and download the zip file.
2. Unzip & place the file bots.cfg in your cstrike folder
3. Add "exec bots.cfg" into your server.cfg file somewhere, and restart your server (hlds.exe).
4. If in your Server under your console tab it does not come up with a line saying "Configuring Bots ..........." then simply at your command line under the console tab, type "exec bots.cfg" without the double quotes and it will definitely load.
You then have bots playing on your server! Enjoy & good luck :-)
PS. there is no need at all to install any 3rd party bot mods, they just create a lot of trouble
You could either add bots or tell people to join your server.
F is the default key.

You can use the left and right arrow keys to look around.
Maybe you do not have PODbot...first download and install it...then when starting a newgame u can select no.of bots allowed.
Go to the console and type: sv_gravity # # being the amount you want to set it to. The default is 800.
