Majora's Mask will not work unless you have the Expansion Pak in the N64's memory expansion port. The memory expansion port is under the flap on the top side of the console at the very front. If your game says the Expansion Pak is not inserted, it's because instead of the Expansion Pak, you have the Jumper Pak. The Jumper Pak is the device that comes with the N64 when you first bought it, and needs to be replaced with the Expansion Pak. The Expansion Pak is essentially a device with extra RAM to add to the N64's native RAM. Majora's Mask was programmed to use 8 MB of RAM instead of the N64's usual 4, which is why you can't play it without an Expansion Pak. Since the N64 and all of its peripherals have long been out of production, you'll have to find an Expansion Pak used somewhere, if you don't already have one. The Expansion Pak has a red top as opposed to the Jumper Pak, which is all black.
There could be several reasons for this: 1. Your Expansion Pak may have gone bad, and is no longer usable. 2. Your expansion port may not work, and in this case, your Nintendo 64 wouldn't. 3. You aren't playing a game that uses the Expansion Pak.

Although others games don't require, they will acknowledge the use of one in the title screen and usually state that advanced features are being used. .j.
The jumper pak has little purpose besides functionality; without it, the console can't display output on a television. The expansion pak increases the system's RAM capacity from 4MB to 8MB. This benefitted some games' performance or aesthetics, while there are three games -- Perfect Dark, Donkey Kong 64 and Majora's Mask -- that will not be playable if the expansion pak is not installed.

There's a removable memory expansion lid on top of the console. Unplug the system and use butter knives to gently ease the jumper pak out. It's stuck in there, so be patient and gentle, and don't force anything. Once you got the jumper pak out, plug in the memory expansion unit in its place, and put the cover back on. Keep in mind that the console won't work unless there is either a jumper pak or a memory expansion unit plugged in to that space, so be sure to keep something in there.
