How do you get a good bulletproof vest prop it just has to look good it doesnt need to work?
Depends on what kind of vest you're talking about. A blank vest like the police in my area use could be easily sewn together using some decent looking cloth with batting to give it bulk. A Military style vest is almost indistinguisable from a molle tactical vest in my opinion (just be sure to cover up the zipper with stuff if it has one.)

At the office and work place they wear a white shirt with black tie. Out in the field they wear a blue polo shirt, and no tie. In addition, any tactical gear such as bullet proof vest and tactical helmet when the situation calls for it.

What was the vest used by Koobus Venter in District 9?
From what it looks like, it was a tru spec 11 pocket vest but with a base of black and the pouchs tan/coyote brown. Another difference is that this vest uses tighteners while Koobus's used buckles. Im trying to find a vest that i am able to use as his. I am probably just go with a NC star MOLLE tactical vest and then buy seperate pouches that are colored correctly to put on it.

yes, and because of the larger head they will fit better than streamlines, which have a tendency to fall out.
