No. If your sim is a horrible parent, the social worker will take away all babies, toddlers, and children on the lot. Things that will get the social worker to take away the child(ren) include: letting their social need drop too much, letting their hunger need drop too much, letting too many of their needs drop too much, having them skip school or not do their homework so they will fail, and pretty much anything that would normally kill a sim.
