When you have bought the DLC (you need to buy it first), go to the east side of paradise city and there will be a bridge which will cross to big surf.
Burnout paradise is a free-roam game, and is the only free roam game in the burnout series. Its very different, and has many more things to do, like find shortcuts, drive throughs, and to unlock new cars you must find them in the city and shut them down, so all in all, it is a good game, and there are good multiplayer challenges, events and DLC.
There are many 'Krieger' cars, but if you mean the Krieger Racing WTR: Win 168 events in Paradise City, then shut it down. Be warned - it's fast!
You do a specified # of races when you do all of them you get a bike and when you do i think it is 16 races you get another bike as well.
you can't on the Hunter Citizen, but if you unlock the PCPD Special (the police F1 car), you can use the lights on that by pressing L3.

There are two F1 cars in Burnout Paradise, the Krieger Racing WTR and the Krieger PCPD special. You can obtain at least one in four ways: 1. Buy the Timesavers pack (not recommended!) - you will receive both F1 cars. 2. Win any 168 in Paradise City. This will release the Racing WTR onto the streets for you to shut down and it to be delivered to your junkyards. Be warned - it's fast! 3. Once you have the Racing WTR, you will unlock its Burning Route - the hardest one in the game. It takes you around the North-East corner of the I-88 interstate. Once beaten, the Krieger PCPD Special will be delivered to your junkyards. 5. Purchase the Cops and Robbers pack to receive the PCPD Special. (I think!)
