When you see black spots coming off a character in your town, get out your net! Those are fleas and by standing back from the person so it's far enough that they won't think you're trying to talk to them you can catch them! Don't worry if you miss though, you'll just end up talking to the person and then trying again. The fleas will stay there for quite some time, so they'll probably be there until:
A. you catch them.
B. you give up on catching them.
