The riot shield, as displayed in COD MW2, is NOT bulletproof in real life. It is meant to be used as a personal barrier from rioters (hence the name). It is made to block things like glass and rocks that may be chucked by the rioters.
Ballistic shields, like the one in Counter Strike, are bulletproof though, but to an extent. They can protect against small arms, shotgun ammo and low velocity ammo. A Barrett .50cal with an FMJ round would penetrate it with no problems.
Not every riot shield is made to resist bullets, Although they can however protect you from Shrapnel or Fire. Any shield that can resist a bullet, would not be able to hold an assault rifle bullet, but they can be resistant against low velocity handguns or shotguns.
